Russia possesses some of the largest freshwater reserves on the planet, yet the country’s water supply industry is in a state of profound crisis. It is a sector defined by a stark paradox: immense natural wealth coexisting with crumbling infrastructure, a growing financial black hole, and millions of citizens who still lack access to clean drinking water. While the bottled water market flourishes, the public utilities segment is caught in a spiral of underinvestment and degradation.

Market Size and Financial Struggles

The formal figures paint a picture of an industry of significant scale but questionable health. The water utilities segment alone was valued at approximately €5.7 billion in 2026, though it has been experiencing a negative compound annual growth rate. Within the broader utilities landscape, the water segment accounted for a staggering $194.3 billion in revenue in 2024, representing 87.7% of the industry’s overall value. This apparent financial dominance, however, masks a deeply troubled reality.

The industry is bleeding money. Net losses from regulated activities reached 36 billion rubles, with gross losses across the sector hitting 136 billion rubles. Only 17% of water supply organizations and 18% of wastewater disposal organizations reported profitable operations in 2024. The core issue is a chronic disconnect: the cost of providing services has outpaced tariffs by a staggering margin. Since 2018, cold water supply costs have risen by 85%, while tariffs have increased by only 45%. This leaves utilities trapped in a cycle of debt, unable to fund necessary maintenance or investment.

The Infrastructure Decay

The financial crisis is most visible in the physical state of Russia’s water networks. Infrastructure is deteriorating faster than it is being replaced, creating a ticking time bomb of potential failures and contamination risks. Approximately 3% of utility networks become obsolete each year, yet only 0.9–1.1% of water pipes and a mere 0.35–0.38% of sewage pipes are replaced annually. The length of water supply networks requiring replacement has stalled at 250–251 thousand kilometers, meaning new pipes wear out almost as quickly as old ones are repaired.

The situation is particularly acute in specific regions. In the Jewish Autonomous Oblast, 78.1% of water supply networks and 80.8% of sewage networks are worn out, with comparable levels of decay in Tuva and Ingushetia. These regions, already at the bottom of socio-economic development rankings, are unable to finance modernization independently, trapping them in a cycle of decline.

The Human Toll: Access and Quality

The failure of the system has a direct and devastating impact on the Russian population. One in nine residents of Russia—approximately 16 million people—still lacks access to quality drinking water from centralized systems. This figure represents an improvement of only 1.4 percentage points since 2022, highlighting the slow pace of progress.

A federal program designed to address the crisis, costing 200 billion rubles ($2.5 billion) over five years, has been judged a failure by the Accounts Chamber. The situation is worsened by natural factors, including more frequent flooding linked to climate change, which carries contaminants into natural water bodies. Even natural springs, often assumed to be clean, are frequently contaminated due to a lack of oversight.

The human stories behind these statistics are sobering. In the village of Boyarsky, on the shores of Lake Baikal—the world’s largest reservoir of fresh water—residents still rely on aging, contaminated wells and pumps that freeze in winter. “It’s absurd: Baikal is 300 meters away, and we still don’t have clean water,” one resident lamented. This situation is emblematic of a broader failure to translate national resource wealth into basic quality of life for citizens.

A Tale of Two Markets: Bottled Water Success

Amidst the gloom of the public utility sector, the bottled water market presents a contrasting narrative of growth and dynamism. In 2024, the Russian bottled water market grew by 11.4% year-on-year, driven by a significant 11.3% increase in domestic production. The market structure is divided almost equally between mineral water (45.8%) and drinking water (54.2%).

Exports of bottled water surged by 18.4% in 2024, while imports, which represent a negligible share (no more than 1.4%) of the market, also grew. The imported water comes primarily from Georgia and Italy and occupies the premium price segment. This success story reflects a consumer base willing and able to pay for quality and safety, a choice that many still cannot afford through the public tap.

Pathways to Modernization: Investment and Innovation

Recognizing the depth of the crisis, some efforts are underway to modernize the sector. A significant development is the financial support for Rosvodokanal Group, Russia’s largest private operator of water supply and drainage. The group, which manages a network of over 16,500 kilometers and provides access to clean water for 5.5 million individuals, secured a syndicated loan from a group of lenders, including the International Investment Bank. The funds are directed toward refinancing and financing capital costs for comprehensive modernization of water supply systems in major cities and industrial centers.

Innovation is also emerging as a key pillar of the response. The Agency for Strategic Initiatives (ASI) supports several technological solutions aimed at addressing water challenges, including wastewater treatment technologies that enable water reuse and the production of secondary products. One such technology, Exerger multi-stage distillation, was ranked among the top 10 global water management solutions. These innovations signal a shift toward efficiency and technological sovereignty, though their scalability remains an open question.

The Russian water supply industry stands at a critical juncture. Its natural resource base remains unparalleled, and pockets of modernization and innovation offer a glimmer of hope. However, the systemic issues of underfunding, aging infrastructure, and a yawning gap between costs and tariffs threaten to overwhelm these efforts. For millions of Russians, the promise of clean, accessible water remains a distant dream, a casualty of a system that has failed to invest in its most fundamental duty.
