Russia possesses the natural resources to be a global biofuel powerhouse, yet the sector remains in its infancy, accounting for barely 1% of the country’s total fuel consumption. While domestic production of solid biofuels from wood waste offers a localised solution for heating in specific regions, the market is still awaiting the regulatory push needed to unlock its full potential. However, recent technological breakthroughs and a changing economic landscape suggest that the Russian biofuel industry is finally beginning to stir.

The Solid Biofuel Segment: A Regional Solution

Solid biofuels, such as fuel chips and pellets made from wood waste, represent the most developed and commercially viable segment of the Russian biofuel market. These products can locally replace traditional fuels like coal or fuel oil in boiler houses.

The economic viability of this segment, however, is heavily dependent on location. Research from the Melentiev Energy Systems Institute indicates that the use of fuel chips is only justified in the immediate vicinity of timber processing plants, where the waste is generated and transport costs are minimal. Fuel pellets may be economical in specific niche areas, such as isolated settlements or protected natural zones, where the environmental benefits outweigh the higher production costs. Despite this limited economic rationale, there is a broader interest from the Russian government in stimulating domestic demand for these biofuels, partly as a solution for managing waste from the timber industry.

The Automotive and Transport Fuel Challenge

The situation is far more complex for liquid biofuels like bioethanol and biodiesel. These products face significant hurdles, primarily a lack of cohesive national policy and the high cost of production compared to Russia’s abundant and cheap fossil fuels.

One expert notes that while the government has acknowledged the potential of biofuels in its long-term strategies, concrete measures like subsidies, mandatory blending targets, or tax incentives remain “underdeveloped.” This policy vacuum means the industry lacks the financial certainty required for large-scale investment. The Russian Biofuel Association suggests that the primary purpose of developing a domestic liquid biofuel industry would be to manage domestic agricultural surpluses—effectively using it as a tool to stabilise grain prices—rather than to directly compete with or replace the oil industry.

This dynamic could shift. The Russian government is under growing pressure to reduce carbon emissions and diversify its energy sources. The future growth of the automotive biofuel market is therefore “cautiously optimistic,” and would hinge on the introduction of regulatory clarity, such as blending mandates.

A Glimpse of the Future: Technological Pioneering

Despite the general stagnation, there are signs of technological innovation. In 2025, Gazprom Neft announced the production of Russia’s first batch of low-carbon sustainable aviation fuel (SAF). Developed at the company’s research centre in St. Petersburg, the fuel is synthesised from renewable raw materials like used cooking oil and animal fats and could reduce greenhouse gas emissions from air travel by up to 80%.

The creation of this fully domestic technology represents a significant step forward, moving Russia from a potential raw-material supplier to a producer of high-tech biofuel products. However, this remains a pilot project. For it to achieve commercial scale, it will require the development of a national infrastructure for collecting and processing the raw materials—a significant hurdle in itself.


The Russian biofuel market is a study in contrasts. It is a sector with immense potential, backed by vast agricultural and timber resources. Solid biofuels offer practical, localised solutions for waste management and heating. Yet, the lack of a comprehensive national strategy, coupled with the dominance of the fossil fuel industry, has kept the market at a nascent stage. The trajectory for 2030, as envisioned by some experts, sees biofuels potentially capturing up to 10% of the market. Whether this happens depends not on technology or resources, but on the government’s willingness to implement the policies that would make the biofuel industry a national priority.
