This makes Russia the fastest-growing market in Europe for this equipment.
This growth is underpinned by a massive, state-led modernization drive. The national project “Infrastructure for Life” envisions the construction of at least 2,000 new water supply facilities and the reconstruction of hundreds of treatment plants. By 2030, the plan is to build and modernize over 50,000 kilometers of utility networks, a colossal undertaking that will generate sustained demand for pumps, filters, and purification systems.
The residential construction sector has also been a key driver, with a record 62 million square meters of individual housing introduced in 2024, fueling demand for water supply systems in private homes. The broader pump, compressor, tap, and valve manufacturing industry, which underpins the entire water equipment sector, had a market size of €1.8 billion in 2026, underlining the industrial weight behind this equipment.
The Import Substitution Imperative: Progress and Bottlenecks
Since the departure of key Western suppliers, import substitution has been the central narrative of the market. There has been clear progress: the share of domestic water treatment equipment on the Russian market has surpassed half, and the volume of production for water purification and treatment equipment grew by 15% in 2024, reaching 42 billion rubles.
However, this achievement masks a critical nuance. For many high-tech components, the sector remains heavily reliant on foreign suppliers, particularly from China. The import dependency is most acute for specialized and complex items. An industry analysis highlights that for key water treatment equipment like scrapers, stirrers, and membrane equipment, the reliability of domestic products—measured in hours between failures—is several times inferior to Western European equivalents. This means that for certain positions, the purchase of imported equipment remains more appropriate and efficient, even with the push for localization.
The situation is mirrored in other related sectors. In the dredging equipment segment, for instance, one engineering firm, Nonius Engineering, has successfully achieved 80% domestic content in its products. However, even this success story acknowledges that the remaining 20%—primarily microelectronics and computer equipment—still cannot be produced in Russia. This highlights the ongoing bottleneck in electronic components that affects the entire water industry equipment sector.
Technology and Innovation: Local Solutions and Digitalization
Despite these challenges, there is active innovation in the sector. The state nuclear corporation Rosatom has made strides by launching its own production of control and dispatching cabinets for water utilities. This equipment allows for remote monitoring and control of pumping equipment as part of a “Digital Water Utilities” project, a direct move towards both import substitution and digitalization. The project, currently being implemented in the city of Obninsk, is modernizing 34 artesian wells, equipping them with sensors to monitor water levels, pressure, and potential flooding, transmitting data for real-time analysis.
These projects signal a key trend: the integration of automation and smart systems into water infrastructure. Market analysts identify automation, integration with mobile applications, and predictive fault prevention as the key drivers of growth in 2025 and beyond. The focus is shifting from merely providing basic equipment to offering complete, intelligent solutions that can improve efficiency and prevent incidents.
The Path Forward: Consolidation and Continued Growth
The future of the Russian water industry equipment market is one of continued, but challenging, growth. The massive state budget for utility modernization—4.5 trillion rubles allocated until 2030—provides a solid foundation for sustained demand. The ambitious targets to replace at least 2.5% of networks annually by 2030, rising to 5% by 2035, create a long-term order book for equipment manufacturers.
However, the market will remain a tale of two segments. Russian and Asian manufacturers, particularly from China, have a growing opportunity to strengthen their presence, especially in the medium and lower price tiers.
