A new investment is a plant in the Moscow region that will produce alkyd enamels, acrylic, epoxy, and polyurethane coatings. The plant, which will operate on Russian raw materials, is scheduled to launch in 2027 with an annual production capacity of 1,200 to 2,400 tons.
Persistent Raw Material Dependency
Despite these localization successes, the industry remains heavily dependent on imported raw materials. According to estimates, dependency on imported raw materials stands at around 44%. This dependency is heavily skewed toward specific resin types:
- Acrylic resins: ~82% dependency
- Saturated polyester resins: ~89% dependency
- Polyurethane and epoxy resins: Nearly complete import dependency
The market for epoxy resins is particularly sensitive, as they are the foundation for many anti-corrosion and protective coatings. A significant portion of epoxy supplies come from China, with another portion from South Korea.

The industry faces significant cost pressures. Retail prices for paints and varnishes have been rising by more than 8% per year due to raw material costs and logistics inflation. In recent periods, road freight rates have risen, and rail tariffs have also increased.
